Axom Sarba Siksha Abhiyan Mission (ASSAM) was incorporated in 2001 as a registered association under the Registration of Associations Act 1860 to implement Sarva Siksha Abhiyan (SSA) in Assam.The education of all children between the ages of 6 and 14 is a guiding principle of the Indian Constitution.

To achieve the goal of universal primary education (UEE), the constitutional obligation (Amendment Act 86) to provide free and compulsory education for all children aged 6 to 14 and the formulation of the National Education Policy 1996 (NPE) were introduced The Indian government has adopted a number of plans and programs.

These included Operation Black Board (OBB), Shiksha Karmi Project (SKP), Andhra Pradesh Primary Education Project (APPEP), Bihar Education Project (BEP), UP Basic Education (UPBEP), Mahila Samakhya (MS), Lok Jumbish Project, Teacher Education Program (TES), which introduced a decentralized system of teacher support through the Institutes of Education and District Education Program (DIET) and District Primary Education Program (DPEP). In 2000–01, Sarba Siksha Abhiyan (SSA) was established nationwide in to ensure the universalization of primary education.
