The Department of Environment, Forests and Climate Change (MoEFCC) is adepartmentoftheGovernmentofIndia. This ministry is headed by the senior officialofthe IAS withtherankofsecretary. The portfolio oftheMinistry currently lieswith Bhupender Yadav, theEuropean Minister for Environment, Forests and Climate Change.

The ministry is responsible for planning, promoting, coordinating and overseeing the implementation of environmental and forestry programs in the country. The Ministry’sprincipal activities include the protection and study of flora and fauna, forests and other wilderness areasofIndia;

pollution prevention and control;the Indian Himalayan environment and its sustainable development;Afforestation and mitigationof land degradation.Responsible for the administration of the national parks of Indiasince1947.

Environmental debates first entered the national political agenda during Indira Gandhi’s first term as Indian Prime Minister.Forexample,theFourth Five-Year Plan (1969-1974)called for “harmoniousdevelopment…based on a thoroughassessment of environmental problems.”” In 1977 (during the StateofEmergency), Gandhi added Article 48A to the Constitution,whichstated:”The State shall endeavor to protect and improve the environment and protect the country’s forests and wildanimals.

“With the same decree,wildanimals and Moved forests from the state list to the constitution’sparallellist, giving the central government the power to overrule state decisions on the matter. These political and constitutional changes paved the way for the creation of a federal environmentministry in 1980, whichbecame the Ministry of the Environment and Forests in 1985.

While tackling climate change was already the Ministry’smission, its priority was heightened when the Ministry was renamed itscurrentname, the Ministry of Environment, Forestry and Climate Change,inMay2014.
