The first AIIMS was established in 1956 under the All India Institute of Medical Sciences Act, 1956 by Jawaharlal Nehru.[2] Originally proposed to be based in Calcutta, it was established in New Delhi after West Bengal Chief Minister Bidhan Chandra Roy refused. The Act established AIIMS New Delhi, then simply called the All India Institute of Medical Sciences, and gave it Institutes of National Importance (INI) status.
In 2003, the Government of India announced the Pradhan Mantri Swasthya Suraksha Yojana (PMSSSY), which aimed to “eliminate regional disparities in access to affordable/reliable tertiary healthcare”. This was to be done through two main channels: establishment of AIIMS-type institutions and improvement of public medical colleges.
Although the announcement was made in 2003 during the tenure of Atal Bihari Vajpayee, the project was delayed at the Center due to the change of power. PMSSY was officially launched in March 2006 and six AIIMS type medical institutes were notified. Six institutes have been implementing the regulations since September 2012.
The All India Institute of Medical Sciences (Amendment) Bill, 2012 was introduced in the Lok Sabha on 27 August 2012 to replace these regulations. The Bill was passed by the Lok Sabha on 30 August 2012 , introduced in the Rajya Sabha on 3 September 2012 and passed on September 2012 . The law was published on September 13, 2012. The law also allowed the institutes to operate more independently and granted them INI status. It also authorized establishing other institutes like AIIMS by official notification and giving them the same status.
