A new Province of Bihar and Odisha was created by the Government of India on 12 December 1911. The Legislative Council with a total of 43 members belonging to different categories was formed in 1912. The first sitting of the Council was convened on 20 January 1913 at Patna College Bankipore. In 1920 Bihar and Orissa declared governor province, as per Government of India Act 1919. As per Government of India Act 1935 Bihar and Orissa was split into separate provinces of Bihar and Orissa.In 1936 [Bihar] received its ownstate.

Under the Government of India Act 1919, the unicameral legislature was transformed into a bicameral legislature,namely the Bihar Legislative Council and the Bihar Legislative Assembly. Under the Government of India Act 1935, the Legislative Council of Bihar consisted of 29 members.On March 21, 1938, a session of the Bihar Legislative Council was held in the newly constructed building. On April 1, 1950, the secretariat of the BLC beganits work.

After the first general electionin 1952, the membership increased to 72 and in 1958 to 96. With the establishment of Jharkhand, the membership of the Legislative Council of Biharwas reduced from 96 to 75 membersundertheBiharReorganizationAct2000passedbyParliament. Some expert members of Council B.Father Mandal, Jagannath Mishra, Satyendra Narain Singh and Lalu Prasad Yadav also served as chiefministers of Bihar. Operation Bihar Legislative Council is a permanent body and cannot bedissolved. But as close as possible every two years,a third of its members areretiring ASAP.

Members are currently elected or appointed for six-yearterms,with one-third resigning every two years.The Presidents of Vidhan Parishad are now known as President and Vice President. Members of the House of Lords, the Legislative Council, are indirectly elected by the Electoral College. There are currently 27 committees in the Council. In addition, there are three finance committees composed of members of both chambers of the state parliament.
