The Civil Service Commissions are among the most important public institutions at both EU and national level, with a long tradition of good service. The establishment of this institution has its roots in the history of Indian nationalism and the continuing calls by leaders of the libertarian movement for progressive Indianization of public administration under British Raj rule.

The Montagu-Chelmsford Report broadly accepted the call for Indianization of high public office and accordingly enshrined it in the Indian Government Act 1919. The Royal Commission of the Supreme Civil Service in India, chaired by Mr. Lee, recommended this in its 1924 report the establishment of an Indian Public Service Commission.

The Indian Civil Service Commission was established on October 1, 1926, chaired by Sir Ross Barker. The first provincial commission was the Madras Service Commission, established in 1930 under the Madras Legislature Act 1929. The Government of India Act 1935 provided for a Civil Service Commission for each province.

Accordingly, under the 1935 Act, seven Civil Service Commissions were established in 1937 for the provinces of Assam (at Shillong), Bengal (at Calcutta), Bombay and Sindh (at Bombay), the Central Provinces, Bihar and Orissa (at Ranchi). .
