Prior to 1921, no central body had been established in the country to advise the government and other appointing bodies on hiring state officials. The Government and the Appointing Authorities have made the appointments in accordance with rules established by the Government from time to time.

By order no. 1827:80 E.A.G.308 of May 16, 1921, the government established for the first time a central recruiting agency under the name “Central Recruiting Committee”. This council operated under the supervision of the government secretariat until 1940. By Regulation No. 3685-3735-C, the government appointed a civil servant.B. 103-39-1 dated January 19, 1940.

The Public Service Commission was established on May 18, 1951 under the provisions of the Indian Constitution. Pursuant to the provisions of Section 14 of the 1950 Officials Commission Rules, the Civil Service Officer’s staff as constituted on 18 May 1951 was retained as the core staff of the Officials Commission.

The Office of the Central Recruitment Board, which was part of the Government Secretariat of Mysore (now Karnataka), followed the Government Secretariat’s Manual on Office Procedures.It continued in the Office of the Civil Service Commissioner, then the Office of the Civil Service Commissioner with the necessary communications to proceed with hiring and administering competitive examinations, faculty examinations, etc.
