The National Rural Health Mission (NRHM), now part of the National Health Mission , is an initiative of the Government of India to address the health needs of underserved rural areas. Established by the then Prime Minister of India Manmohan Singh on 12 April 2005, the NRHM was initially mandated to address the health needs of 18 states with poor public health indicators.

The Manmohan Singh-led Union Cabinet on 1 May 2013 approved the launch of the National Urban Health Mission (NUHM) as an umbrella representative of the National Health Mission (NHM) along with the National Rural Health Mission (NRHM). is another mission of the National Health Mission. Under NRHM, Jammu and Kashmir and Himachal Pradesh received special attention from the EAG states and North-Eastern states.

The goal is to create a fully functional, community-based, decentralized health system with a cross-sectoral approach at all levels to ensure simultaneous action on multiple health determinants such as water, sanitation, education, nutrition, social and gender equality. Institutional integration of a fragmented health sector should focus on outcomes measured by Indian public health standards across all health facilities.

According to the 12th Plan Document of the Planning Commission, the flagship program of NRHM will be strengthened under the umbrella of the National Health Mission. Emphasis on coverage of rural areas and rural population, extension of NRHM to infectious diseases and extension of health coverage to urban areas will continue.

In May 2013, the Union Government approved the launch of the National Urban Health Mission (NUHM) as a proposal of a comprehensive National Health Mission (NHM) with the National Rural Health Mission (NRHM) as its second arm.
