The origins of the Indian Civil Service Commission can be traced to the First Dispatch of the Government of India of 5 March 1919 on Indian Constitutional Reforms, which referred to the need for a permanent body to regulate service matters. This concept of an institution primarily charged with the administration of service matters took a somewhat more practical form in the Government of India Act of 1919.

Section 96C of the Act provided for the establishment of a Public Service Commission in India which “should be concerned”. Exemption from such duties as may be prescribed by regulations made by the Secretary of State in Council relating to the recruitment and inspection of the Indian Civil Services. After the Government of India Act, 1919 was passed, there was a long correspondence between the Secretary of State, the Government of India and the local administration on the functions and mechanisms of the establishment to be created. It lasted more than four years.

However, no decision was reached and the matter was referred to the Royal Indian Administrative Council (Lee Commission). The Lee Commission, in its report dated March 27, 192 , recommended the immediate establishment of a Compulsory Civil Service Commission as provided for in the Government of India Act, 1919. Notwithstanding the provisions of Section 96 (C) of the Government of India Act, 1919 and the strong recommendations of the Lee Commission of 192 for an early establishment of a Civil Service Commission, it was not until October 1926 that the Civil Service came into existence. .

The commission was established for the first time in India. The first commission on public administration was created on October 1, 1926. In addition to the president, the commission included four members appointed to the council by the secretary of state. Sir Ross Barker, a member of the UK Home Office, was the first chairman. He and his successors established the Commission on the model and tradition of the British Civil Service Commission.

The functions of the Public Service Commission were not prescribed by the Government of India Act, 1919, but are governed by the Public Service Commission (Functions) Rules, 1926, as laid down in sub-section 2 of section 96 (C) of the Act.
