Panchayati Raj has its roots in India since the Vedic period (1700 BC). Since Vedic times, a village (gram) withinavillagehasbeen considered the basic unit of regional government.[10] Open Panchayat near Narsingarh, Madhya Pradesh Mahatma Gandhi advocated Panchayati Raj as the basis of India’s political system as a decentralized form of government in which each village would be responsible for its own affairs.

The term for such a view was Gram Swaraj (“villagegovernment”). Instead, India has developed a highly centralized form of government. However, this wasmitigated by delegating several administrative functions to the local level, improvingafewgramsofpanchayat. There are significant differences between the traditional Panchayati Raj system envisioned by Gandhi and the system formalized in India in 1992.

Jawaharlal Nehru inaugurated the Panchayati in Nagaur on October 2, 1959. The day was chosentocelebrate Mahatma Gandhi’s birthday. Gandhi wanted Gram Swaraj togo through Panchayati Raj.[5] Rajasthan was the first state to apply it. Nehru openedthe Panchayat Raj in Andhra Pradesh on October 11, 1959 on the occasion of Dussehra. The system was gradually rolledoutacrossIndia.

The system was changed in 1992 by the 73rd AmendmenttotheConstitution. The Balwant Rai Mehta Commission,chaired by MP Balwantrai Mehta, was a commissionsetup by the Government of India in January 1957 to study the work of the Community Development Program (1952) and to propose measures to improve its work.

The committee’s recommendation was implemented by the NDC in January 1958, laying the groundwork for the introduction of the Panchayati Raj throughout the country. The committee recommended the establishment of a”democraticdecentralization”programthateventuallybecame known as the Panchayati Raj. This resultedin a three-tiered Panchayati Raj system: village-level Gram Panchayat,block-level Panchayat Samiti, and District -level Zila Parishad.
