Although Article 320 of the Indian Constitution provides that the National Civil Service Commission has jurisdiction over the hiring of officers and posts, the caveat contained therein allows the state government to make regulations specifying issues, generally or in a specific class of matters or in special circumstances there is no need to consult the Civil Service Commission.

The Council was therefore established in the first instance on September 11, 1953 under Article 309 of the Indian Constitution.The positions with a starting salary below Rs. 325/- per mensem have to be supplemented by placement exchanges etc. The current board was w.e.f.April 7, 1981, – see Notice No. 12/45/80-1GE,/3781 of April 7, 1981 (copy in Annex “A”). The role of the Board is essentially to recommend direct hire candidates for positions starting at a minimum of Rs.325/- per month and a maximum of Rs.699/- per month.Nominations for promotion or transfer may not be challenged before the Board.
