Initially, the State Government of Uttar Pradesh established a Lower Services Selection Board vide Ordinance, 1988, which was later replaced by Ordinance No. 7 of 1988, for direct recruitment to all such Group C posts as may be prescribed by the Board. in this behalf to the State Government. The board was also allowed to process any application from any government-owned or controlled agency, state-owned enterprise or community to recruit for positions under its authority.
The government had a separate unit of the government. Later, on May 31, 1990, the aforementioned board was abolished and converted into a committee with a president and no more than five members. Further, the Uttar Pradesh Subordinate Services Selection Commission (Amendment) Act, 1993 was enacted to define/amend the terms of service of the chairman and members of the Commission. With this amendment, the Commission was transformed into the Ministry of Finance. In 1997, on December 28, the above law was repealed by decree and later replaced by Act No. 0.5 of 1998.
The Uttar Pradesh Subordinate Services Selection Board was again established by the U.P. Act No. 1 of 2006. U.P. but repealed this law. By Regulation no. 6 of 2007 and then by Law no. 21, 2007. As the Uttar Pradesh Public Service Commission found it difficult to recruit for Group C posts in the state administrations due to the pressure on its work, the present commission was reconstituted by the Uttar Pradesh Secondary Services Selection Commission Act, 201 which came into strength came into force on June 20, 201 .
After the resignation of the then chairman and five members on April 6, 2017, the former committee was reformed, and the former chairman and members joined the committee in the second half of January 2018 .
