The Jammu and Kashmir Public Service Commission,commonly referred to as JKPSC, is a constitutional body established by the Government of India under Sections 128 and 133 to conduct civil service examinations for appointment to various public offices in the Indian – administered Union Territory of Jammu and Kashmir.
The JKPSC, an autonomous body,selects officers for various key positions in thestate’s civil service based on candidatesmerit and hiring rules. The history of the Jammu and Kashmir Civil Service Commission begins with Volume Ii of the Jammu and Kashmir Civil Service Regulations, which explains the civil service of the state.
Asearlyas1954-1957,the idea of holding nation wide competitions to fill specific positions came up. During the Dogra reignof Maharaja Hari Singh in1941, the first state civil service examination was introduced. Previously, the Maharaja had nominated candidates for civil service who would enter the state government after completing their education.
Agha Nasir Ali was the first Kashmiri to pass the civil service exam when hetookoffice in 1941.[7] He was the First Deputy Commissioner of Srinagar.Subsequently,the previous rules were repealed by the Kashmir Civil Service Regulations1954. The formation of JKPSC was announced by the Indian Public Service Commissions which further clarified the Constitution of India in Part XXI andSection370grantingself-governing status.Article 128 of the J&K Constitution describes the formation of the JKPSC and statesthat the commission was established on September 2, 1957.
